    high deductible health plans, to retaliation for obligations,                                                               
    prohibitions, or restrictions imposed on Alaska insurers by other                                                           
    states or countries, and to the membership of the Alaska Life and                                                           
    Health Insurance Guaranty Association; and providing for an
